1. What are RoHS and REACH? Can Juehui Weiye Circuit provide relevant documents?

- RoHS: Restriction of Hazardous Substances Directive of the EU, which restricts hazardous substances including lead, cadmium, mercury, hexavalent chromium, polybrominated biphenyls (PBB), polybrominated diphenyl ethers (PBDE) and phthalates. We can provide RoHS test reports issued by third-party laboratories.

- REACH: EU Regulation (EC No 1907/2006) on Registration, Evaluation, Authorization and Restriction of Chemicals, focusing on the Candidate List of SVHC (Substances of Very High Concern). We are able to supply REACH SVHC compliance statements and REACH test reports from third-party labs, confirming that the individual SVHC content in the supplied base materials, inks and solder mask materials is below the 0.1% threshold.

All base materials, inks and solder mask materials undergo incoming environmental compliance inspection. For customers exporting to the UK, we can provide UK REACH compliance statements accordingly.

2. Do your PCBs have UL certification?

All copper clad laminate substrates adopted by Juehui Weiye Circuit for PCB production hold UL Recognized Component certification (commonly known as the "Yellow Card"). We can directly supply customers with the UL certificates of base materials to support your UL full-product certification application for end products.

Note: Bare PCBs are not individually certified with UL Listed. UL Listed is a safety certification for finished assembled end equipment (such as power supplies, medical instruments and industrial control terminals), which shall be applied by the end customers.

In addition, Juehui Weiye Circuit has obtained ISO 9001 Quality Management System and ISO 13485 Medical Device Quality Management System certifications, stably supporting high-reliability projects in medical, industrial and power industries.

3. Is FCC certification required for PCB boards?

- FCC (Federal Communications Commission of the United States) is a mandatory certification for end electronic products in the US, mainly regulating radio frequency radiation and electromagnetic interference (EMI).

Bare PCBs do not require FCC certification. If your end product is equipped with radio frequency functions such as Wi-Fi, Bluetooth and wireless positioning, the complete product needs to apply for an FCC-ID. Ordinary digital boards without wireless functions follow the SDoC Supplier’s Declaration of Conformity route.

Juehui Weiye Circuit can provide full sets of RoHS and REACH material documentation to assist you in preparing documents for FCC certification.

4. Can you provide CE certificates?

The CE mark is not an independent certificate, but a Declaration of Conformity (DoC) signed by the manufacturer of finished end products for the EU. As electronic components, bare PCBs do not need and cannot bear the CE mark separately.

We can supply RoHS and REACH SVHC compliance documents for your full-product CE declaration covering the following directives:

- LVD Low Voltage Directive

- EMC Electromagnetic Compatibility Directive

- RED Radio Equipment Directive (for products with Wi-Fi / Bluetooth)

5. For exports to Japan, is PSE certification required for PCBs?

PSE (Product Safety of Electrical Appliance & Materials) is a mandatory certification under Japan’s Electrical Appliances and Materials Safety Act for finished end electrical products, divided into two categories:

- Diamond PSE: Class A specified products such as power supplies, lithium batteries and high-voltage boards, which require certification by a third-party certification body and factory audits.

- Circle PSE: Class B products including low-voltage ordinary electronic components, where manufacturers may issue self-declarations.

Bare PCBs are not subject to PSE certification. Juehui Weiye Circuit can support you with substrate UL certificates, RoHS and REACH documents for your end product PSE application in Japan.

6. For exports to South Korea, is KC certification required for PCBs?

KC (Korea Certification) is South Korea’s mandatory safety certification that regulates both electrical safety and electromagnetic compatibility (EMC), targeting finished end devices sold in the South Korean market.

Bare PCBs do not require KC certification. We can provide complete material compliance documents for customers to submit materials and support factory audits for full-product KC certification.

7. Do you have FDA qualifications?

FDA (U.S. Food and Drug Administration) regulates medical devices, laser radiation products and food contact materials.

Bare PCBs themselves do not carry FDA certificates. If you place orders for medical-grade PCBs, Juehui Weiye Circuit holds ISO 13485 certification for medical quality systems and can provide complete material traceability documents to support your FDA registration and filing for end medical devices. Ordinary IoT and industrial control PCBs do not involve FDA requirements.

8. What is the difference between ETL and UL? Do you have ETL certification?

ETL (Electrical Testing Laboratories, now part of Intertek) and UL are both NRTLs (Nationally Recognized Testing Laboratories) recognized by OSHA in the United States. They carry equal legal validity in the North American market with identical test standards and are accepted in both the US and Canada (the Canadian version is cETL).

Key differences: ETL certification generally comes with lower costs and shorter lead times; UL enjoys higher brand recognition in traditional North American engineering sectors as well as medical and fire protection projects.

The copper clad laminate substrates used by Juehui Weiye Circuit hold ETL Recognized Component certificates. We can adopt either UL or ETL substrate solutions per customer requirements. Bare PCBs are not individually certified with ETL Listed for finished products.

9. What is CB? Do PCBs need CB certificates?

CB (Certification Bodies' Scheme) is a mutual recognition certification under the IECEE System for Conformity Testing and Certification of Electrical Equipment. Its core advantage: one CB certificate can be quickly converted into safety certifications such as CE, KC, PSE and UL for multiple countries and regions, avoiding duplicate testing and saving lead time and costs.

Juehui Weiye Circuit’s copper clad laminate suppliers hold CB test certificates, and we can provide substrate CB documents to customers. Bare PCBs do not need separate CB certificates.

1. Substrate certificates from upstream suppliers: The above component certificates including UL, ETL and CB are held by raw material manufacturers of copper clad laminates, inks and solder masks. Juehui Weiye Circuit can retrieve the latest versions for customer verification prior to order placement.

2. Document updates upon material change: If base material or ink suppliers are changed for a project, compliance documents will be updated synchronously to maintain consistent traceability.

3. Support for customer audits: We welcome on-site supplier audits from overseas key customers and provide complete material BOMs and compliance traceability chains.
